In November 2024, Adams 12 Five Star Schools put forth two critical ballot measures—5D (Mill Levy Override) and 5E (Bond Measure).

These measures represented a significant opportunity to address the critical needs in our schools, which will in turn help us achieve our goal of supporting 71,000 more young people in our community to reach the cradle-to-career milestones that lead to upward mobility by 2030.


What are the challenges these ballot measures aimed to address?

Our ability to help young people thrive is tied directly to the quality of their education and school environments.

Adams 12 Five Star Schools is currently facing pressing challenges that directly impact student success:

Without addressing these needs, our ability to reach the 71K target and support young people in achieving critical educational and career milestones will be severely hindered.


How did 5D and 5E aim to help?

Issue 5D: Mill Levy Override (DID NOT PASS) Issue 5E: Bond (PASSED)
By generating $34.5 million annually, this measure would have:

  • Expanded CTE and STEM opportunities at ALL levels – elementary, middle, and high schools!
  • Attracted and retain high-quality teachers and staff, including funding for academic interventionists and mental health staff

Minimal cost to homeowners: about $20 more per month on a home valued at $500,000. However, with recent property tax cuts, homeowners can expect some relief!

With $830 million in funds (without raising taxes), this bond will:

  • Provide critical update in all school buildings, including roofs, plumbing, heating and cooling, parking lots, paint, furniture, and school connectivity
  • Fully rebuild Thornton High School and build a central food warehouse and scratch kitchen
  • Expand space for more CTE offerings, including adding onto current CTE campuses

What was RMP’s engagement with 5D and 5E?

One of RMP’s policy priorities is increasing public education funding. With this, RMP was actively engaged in supporting Issues 5D and 5E.

RMP’s efforts included:

  • Registering people to vote
  • Participating in the Yes for Adams 12 Kids Steering Committee, which is leading the campaign around these ballot measures
  • Attending meetings and events to share more about the ballot measures
  • Conducting an impact assessment to illustrate the impact of these ballot measures on the community and economy
  • Engaging Civic Influencers to share their testimonies on why this funding is needed at Board of Education and City Council meetings
  • Working with local leaders and organizations to publicly endorse their support for these ballot measures
  • Writing postcards to local voters to share why these ballot measures are critical for the district
  • Engaging voters directly through phone calls, door knocking, and sign waving
  • Dedicated social media and communications efforts
