Get Ready to Vote: Issue 4C

This fall’s election is about more than just individual measures—it’s about our collective future. At Rocky Mountain Partnership, we are striving to help 71,000 more young people in our region reach key Cradle to Career milestones toward upward mobility by 2030. To achieve this goal, we work to advance policy initiatives that break down systemic barriers preventing children and young people from reaching Cradle to Career milestones.

The measures on this year’s ballot are critical to ensuring that we provide the resources necessary for our region to thrive. Below you’ll find a deep dive into one measure on your ballot, Issue 4C.


Empowering Our Students, Advancing Our 71K Goal

This November, Westminster Public Schools (WPS) is asking voters to support Issue 4C, which seeks $111 million in additional funding through a bond measure, all without raising taxes. This funding will be used to address critical infrastructure needs, expand career and technical education (CTE), and enhance student safety.

This measure represents a significant opportunity to address the critical needs in our schools, which will in turn help us achieve our goal of supporting 71,000 more young people in our community to reach the cradle-to-career milestones that lead to upward mobility by 2030.

In Westminster, many of the schools are facing growing challenges that impact students’ learning environments and long-term success:

How 4C Will Help

Issue 4C will allow Westminster Public Schools to secure $111 million in funding (without increasing taxes), which will:

  • Expand CTE and STEM programs at the Iver C. Ranum Innovation Campus, giving students access to hands-on learning that prepares them for careers in high-demand fields. This helps us advance the 71K target by equipping young people with the skills and certifications needed for workforce success
  • Upgrade safety and security systems across all school buildings, ensuring a safe environment where students can focus on learning and achieving educational milestones.
  • Improve HVAC systems to create healthier, more comfortable learning environments, reducing disruptions caused by outdated infrastructure.
  • Develop a modern PK-8 campus that will specialize in robust STEM/CTE pathways
