2025 Legislative Session: Policy Briefs

The 2025 state legislative session is about more than just individual bills—it’s about our collective future. At Rocky Mountain Partnership Cradle to Career, we aim to help 71,000 more young people in our region achieve key milestones for upward mobility by 2030, contributing to our national affiliate StriveTogether‘s goal of 4M. To achieve this goal, we work to advance policy initiatives that break down systemic barriers preventing children and young people from reaching Cradle to Career milestones.

Our Network’s 2025 Policy Priorities

Our 2025 Policy Priorities focus on:

  1. Securing funding for public education from Cradle to Career.
  2. Expanding skill training and work-based learning opportunities.
  3. Reducing housing barriers that disrupt education and employment.

By advancing these priorities, we aim to support at least 71,000 more young people toward economic mobility by 2030. We recognize that there are many other things that also impact upward mobility and many other organizations tackling those things, so our network has agreed to focus on these three priorities in 2025.

Hear from Governor Polis about what to expect this legislative session

On January 9th, Governor Polis delivered his State of the State address to launch the 2025 legislative session. Here are a few key highlights related to our shared policy priorities:

  • Budget Constraints: Acknowledged the state is facing extremely tight budgets this year and stressed the need to balance thoughtful spending cuts with smart investments in key areas like education, public safety, and the social safety net.
  • Education: Proposed updating the school funding formula to reflect current student enrollment instead of data from four years ago. While this change could save money during a tight budget year, it may negatively impact districts with declining enrollment.
  • Housing: Focused on creating more housing options, like modular homes, ADUs, and affordable condos, while cutting through red tape to help meet Colorado’s growing demand.
