Our Phased Approach
We are taking a phased approach to ensure that thousands of individuals find a path to economic and social mobility. The 2030 Strategic Plan is intended to make substantial progress toward Phase 1.
Phase 1: Resiliency (We are Here)
Goal: Return to the rate we were putting individuals on the path to economic mobility that we had before the COVID-19 pandemic. Result: This would lead to around 71,142 more young people achieving important milestones in their economic and social journey than when we began in 2023. This accounts for projected population growth over the next several years and for fluctuations in who is on/off a pathway. |
Phase 2: Sustaining
Goal: Maintain pre-pandemic rate of progress Result: This means helping an additional 108,352 people achieve key milestones in their economic and social mobility journey compared to 2023. |
Phase 3: Growth
Goal: Gradually increase the rate of progress Result: Approximately 149,722 more people |
Phase 4: Acceleration
Goal: Speed up the rate of progress Result: Approximately 150,218 more people |
All numbers are based on calculations and projections from 2024-2030, and account projected population growth over the next several years and for fluctuations in who is on/off a pathway.
Our Priorities to Address These Challenges
Through a thorough factor validation process, we’ve identified three initial priorities to double down on as a network.

Increase the number of young people who are meeting the early Cradle to Career Outcomes (Kindergarten Readiness, 3rd Grade Reading, 8th Grade Math and High School Graduation) to set them on paths to economic mobility from the earliest stages possible. |
