Tier One vs. Tier Two Priorities
Tier One priorities will be more intentionally advocated for during the 2022 legislative session and more aggressively pursued with the legislative delegation in conversations. These are the priorities for which the Partnership will proactively attempt to provide testimony, data, and letters of support.
Tier Two priorities encompass the more passive areas of monitoring for the Partnership during the legislative session. The Partnership will retain the ability to take action on individual pieces of legislation within these priority areas on a case-by-case basis.
How Were These Priorities Determined?
The 2022 policy priorities were compiled by the Policy and Legislative Advisory Network (PLAN) and Rocky Mountain Partnership’s Senior Director of Policy & Advocacy, Kayah Swanson.
The Policy & Legislative Advisory Network is a leadership table composed of policy leaders from investing partner organizations working to drive policy and advocacy strategy for the network. They focus on shifting policies, legislation, and funding at all levels of government (organizational, municipal, county, regional, state, and federal) to achieve social and economic mobility for all community members, specifically those marginalized because of race, ethnicity, gender, age, disability, zip code or circumstance.
