Project 3: Capital Projects Sub-Committee
What Is The Goal Of This Project?
This project is part of the Rocky Mountain Partnership’s (RMP) effort to address disburse funds to address the opioid crisis in Adams County. This sub-committee will explore capital projects that fill major gaps in services and strategize how to access funding from multiple sources to support them. They will first focus on the need for a youth residential treatment center in the region.
Additional information will be updated as this sub-committee gets under way in Quarter 2 of 2023.
Who Is Involved In This Project?

- Chief Judge Don Quick, 17th Judicial District
- Levon Hupfer, 17th Judicial District Attorney’s Office
Additional entities from across the region and state are in the process of being added to this team!
How Did This Project Come About?
The Adams County Opioid Council is tasked with distributing funds in Adams County to address funding gaps around addiction treatment, recovery, and prevention programs. Even with the litigation settlement funds currently slated to come into our community, it is not going to be enough to address all of the needs that exist.
Adams County currently stands to receive $25,896,167 over 18 years (which on average is less than $1.5 million per year). It will cost significantly more to address the gaps in addiction, treatment, and recovery prevention programs.
The Council determined this sub-committee was needed in order to explore capital projects that could fill major gaps in services and strategize how to access funding from multiple sources to support them. This is complementary to the dollars that continue to come into Adams County through litigation settlements.
